The Police National Computer is a database containing over 13 Million nominal records (Approximately 12 Million being criminal records). Over 68 Million vehicle records and in the region of 61 Million Driving Licence records. Owned by the Home Office with access being granted to all Police Forces and many other organisations West Midlands Police on average perform in the region of 1 million transactions on the PNC Monthly. The PNC bureau are responsible for updates to the records to ensure that the records owned by the Force are timely and accurate to enable operational colleagues to make operational policing decisions on the most up to date and accurate intelligence and data available.

The main purpose of this role is to process urgent PNC update requests received via Control Works, Forms App and email along with other computer interfaces. To ensure prioritisation of workload to ensure that service level agreements are met and that PNC is updated in a timely manner.

This role is shift work covering 24 hour period including weekends and Bank and Concessionary Holiday and appropriate allowances are paid.

The Role

To be responsible for the operation of the Police National Computer Terminal, other computerised databases and ancillary equipment commensurate with the operation of the PNC Bureau

Key Responsibilities

  • To update the PNC system ensuring accuracy of input in accordance with National PNC requirements, Force procedures and the Data Protection Act, including inputting for non-police agencies.
  • To operate such other communications or message handling equipment as may be required, including the receipt, logging and forwarding telephone / e- mail messages and updating various indices.
  • To act as administrators of the COMPACT missing persons system,
  • To perform out of hours VODS and QUEST extended searches on PNC
  • To perform all transaction logging enquiries for the Force.
  • To process Home Detention Curfew and Early release licences, and to process Hendon Daily Activity File printouts.
  • To operate the PNC terminal by inputting requests for information, receiving the replies, following Force security of information procedures, and maintaining and interrogating enquiry indices.
  • To assist with PNC faults and breakdowns, resetting passwords, unbarring user IDs and liaising with Hendon Service Desk with regard to terminal unlocking.
  • To carry out mandated five yearly reviews of PNC warning signals.
  • To maintain the terminal in efficient order, including the cleaning of keyboard, screen etc. and the operation of routine security precautions.
  • To carry out any other duties commensurate with the purpose and grading of the post that may from time to time be determined

Essential Requirements

  • Experience of searching of records and indices.
  • Good communication and decision-making skills.
  • Ability to prioritise work and organise workloads.

  • Experienced in the use of PNC systems
  • Trained to vehicle PNC update level
  • Trained to names PNC update level
  • ControlWorks trained to level two
  • CONNECT system trained

Training: It is a special condition that post holders will be required to undertake PNC training to full PNC Phoenix level. Failure to complete the Phoenix course successfully may result in redeployment to an alternative position elsewhere in the organisation. Your grading in this post would not be protected.

Vetting : Successful applicants will be required to pass Management Vetting and Counter Terrorism Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

Medical: Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test.
