About us HM Courts & Tribunals Service (HMCTS) is responsible for the administration of criminal, civil and family Courts and Tribunals in England and Wales. Our roles support our service users and colleagues within HMCTS, where people and businesses access potentially life-changing justice. We’re looking for individuals who are committed to public service and making a difference in people’s lives to deliver justice. About your role Birmingham Crown Court and Warwick Crown Court sit within HMCTS’ West Midlands Crime Region and are supported by an established leadership structure, including the Operations Manager and Court Delivery Managers. We are recruiting two Court Delivery Managers (HEO) to lead and manage Court Clerk teams based at each site. Both roles share responsibility for leading the Court Clerk teams based at the sites, ensuring the smooth delivery of daily court operations, managing workflow, and maintaining a consistent, professional, and customer focused service in a fast-paced environment. However, both also each carry a distinct area of focus: Role 1 – Birmingham Crown Court: Court Clerk Team Operations Lead and Regional Operational Compliance LeadThis role combines local operational leadership with a regional compliance focus. The postholder will (jointly) oversee day to day Court Clerk operations, support staff with immediate operational needs, and ensure service delivery standards are met. In addition, they will lead operational compliance across the West Midlands Crime Region, driving implementation, monitoring, and continuous improvement of compliance processes. The successful candidate will display a strong knowledge of compliance frameworks and demonstrate a proactive and quality-focused approach. Role 2 – Warwick Crown Court: Court Clerk Team Operations Lead
This role focuses on leading the Warwick based Court Clerk team, ensuring efficient daily operations, supporting staff, and maintaining high service standards. Across both roles, successful candidates will develop and support their teams, contribute to regional performance objectives, and support the Operations Manager in delivering effective operational services. Across both posts, the successful candidates will play a vital role in ensuring the effective running of Birmingham Crown Court. They will lead and develop the Court Clerk team, support the Operations Manager to meet operational requirements, contribute to regional performance objectives, and deliver a consistent, professional and customer‑focused service. You’re able to maintain positive and effective working relationships with the judiciary, supporting agencies, voluntary and user groups and strive for continuous improvement to improve operational efficiency, working with agencies to improve service levels. You’re familiar with work environments that are process and compliance driven and able to constructively manage complaints and complete corrective actions within set timescales. You understand the importance of Health and Safety, IT/Workstation compliance and identifying and escalating any Court facilities issues to HMCTS Estates teams About you Are you a hands-on problem solver with the ability to engage with people at all levels and to deliver excellent service through effectively leading a team? Further details: These operational roles are customer facing, requiring successful applicants to be office based to provide HMCTS services to the public. Standard full time working hours are 37 hours per week. HMCTS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs and are agreed prior to appointment. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the MoJ’s Flexible Working policy. Applications for part-time working would be considered however due to the nature of the role the minimum hours would be 32 hours per week over 5 days. Skilled Worker Visa This role is not eligible for new Skilled Worker visas in accordance with the current immigration rules.
