Housing Management Officer

Job Title : Housing Management Officer - 12 month FTC
Salary: Scale 5, Points 24-25, £24,618 - £25,399 per annum, pro rata
Hours of work: Part Time (18.75 hours per week)
*12 MONTH FIXED TERM CONTRACT*
Key Responsibilities :
- To enable young people to sustain their tenancy and equip them in relation to taking responsibility for their property.
- To empower and show how to report repairs, keep property in an acceptable clean manner.
- To help maximize and retain young people’s income.
- To ensure voids meet lettable standards before letting, including cleaning and ensuring any necessary repairs are carried out.
- To enable young people to pay their rent and service charge.
- To assist young people in debt management or where necessary signpost them to specialist agencies to address these issues.
- To take responsibility for safeguarding the welfare of young people.
- To collect and record rent and other payments in line with financial procedures.
- To inform support staff of any support needs or concerns you may have identified for young people.
- To assist young people with benefit claims, including assisting with completion and submission of claim forms and making telephone calls.
- To be responsible for arranging and conducting young people’s admissions visits to the service and the induction of new residents.
- To support and assist young people to maintain their accommodation to an acceptable standard.
- To undertake a range of administrative tasks such as recording payments, voids checklists, health and safety inspections, etc.
- To support any future initiatives to support young people and also the organisation to maximize income.
- To work closely with support staff to deal with any breached of tenure in line with procedure/policy.
- To be flexible by being available out of hours on a rota basis to offer information, advice and guidance to colleagues, and where necessary provide emergency cover within projects.
- To work as part of a team providing cover for colleagues as required (including emergency cover where necessary).
- To assist with induction of new staff, coaching and on the job training. Supervise and support volunteers, trainees and students as required by line manager.
- To ensure that the ICT system is fully utilised and embedded in every function of The Housing Management Service.
- To manage and report on all incidents at the scheme in line with incident procedures.
- To work closely with Allocations and Property Services Department to minimize rental loss.
- To work closely with the finance team and the centralized rent recovery team to enable action to be taken in a timely manner to claim appeal, challenge decision notices, etc.
- To collect and collate documentation for court activities.
- To ensure a service is delivered to multiple sites by travelling to the various locations.
- Any other duties deemed necessary.
Qualifications:
- GCSE English and Maths - C Grade and above or equivalent.
- Relevant NVQ 3 in Care, Advice & Guidance or any other equivalent qualification (Housing Management qualification) is desirable.
Role Experience:
- Experience of working with young people in the following settings: Youth Work, Residential or Social Work, Probation/Criminal justice, Community Work, Education and Training, housing or support work.
- Experience of supervising volunteers or students is desirable.
Knowledge:
- Up to date knowledge of welfare rights, resources etc.
- Able to understand the difference between friendship and support.
Skills:
- Able to carry out calculations in order to calculate figures, budget costs, monitor budgets.
- Able to advise young people on welfare rights and available resources and how to access them.
- Able to undertake holistic risk and needs assessments of vulnerable young people.
- Able to maintain accurate records, both written and electronic.
- Able to communicate effectively with a diverse group using appropriate media.
- Able to work at weekend and evenings as required.
- Able to work at other sites as required.
- Able to deal with challenging situations calmly and effectively, ensuring risks are reduced, assistance sought when required and disruption is kept to a minimum.
- Able to use Microsoft Office Suite to send and receive emails, read and input information onto spreadsheets, word-processing, etc.
- Able to plan and organise own work and assist young people in planning and organising.
- Able to prioritise own work, and respond to changing or conflicting deadlines.
