Job summary As the Deputy Director, you oversee the governance, narrative and delivery of our transformation roadmap. Helping HMRC transition from ambition to tangible realisation across 100+ critical commitments. Job description Strategic Direction & Oversight- Directing the Roadmap: Act as the central authority for the Transformation Roadmap, ensuring clarity and coherence across all workstreams to meet the medium-term vision for tax and customs reform. Lead on external updates and progress reports.
- Delivery Assurance: Build and maintain a real-time, comprehensive picture of progress, utilising data flows from across HMRC to identify trends, escalate emerging risks, and secure delivery.
- Performance Evolution: Work in partnership with performance colleagues to develop and oversee strategic outcomes and measures that demonstrate transformation of HMRC and tax, customs and valuation administration.
- Board-Level Engagement: Shape the agenda and drive the outcomes of the Reform and Modernisation Committee (a Board subcommittee), and our senior executive Transformation committees.
- Constructive Challenge: Provide expert scrutiny to business areas, ensuring that transformation activities are not just completed, but achieve the substantive reform required to meet HMRC's objectives.
- Problem Resolution : Lead the senior leaders to unblock cross-departmental issues and exploit opportunities before they reach formal governance.
- Ministerial and senior briefing: Establish and lead a dedicated central briefing unit, providing high-quality, frequent updates to central departments, Ministers and the Permanent Secretary on HMRC's transformation towards our ambitions and future operating state.
- Strategic Narrative: Working with communication colleagues, translate complex technical and policy changes into a compelling "story of progress" for both internal staff and external public stakeholders.
- Team Leadership: Direct responsibility for a motivated team of 30+ FTE, fostering a culture of professional excellence and high performance and visibly demonstrating HMRC and Civil Service values.
- Wider Corporate and peer Leadership: Serve as a senior leader within a newly expanded group of 150+ FTE, driving group-wide corporate initiatives and building linkages across the Permanent Secretaries' functions. Be a leader of your peers across HMRC in delivering HMRC's transformation.
- Senior Stakeholder Influence: Proven experience building trusting relationships with Ministers, Senior Executive and Non-Executive leaders
- Transformation Narrative & Communication: Exceptional ability to craft compelling narratives and high-quality documentation that simplify complex transformation concepts for diverse audiences.
- Navigating Complexity: A track record of successfully driving delivery within large, complex organisations by building alliances and negotiating across functional boundaries.
- Strategic Governance: Experience in operating in and serving senior-level governance forums and committees, with the ability to provide to design governance that provides robust, evidence-based challenge to senior peers and drives forward change.
- Inspiring and Resilient Leadership: Ability to lead diverse, multi-location teams with confidence, delivering high performance and staff morale whilst under significant public and political pressure.
- Specialist Insight: A strong understanding of the UK's tax, customs or valuation administrative frameworks and the broader Government transformation agenda.
